The district of Rusizi has made big strides in consolidating decentralization policies and reinforcing capacity of local leaders at the grassroots level and has also embraced mechanisms for instilling unity and reconciliation within the population and setting up means to eradicate the genocide ideology that had been planted into the peoples mindsets.

Rusizi district has embarked on the social-economic conditions of the vulnerable people like orphans and widows of the 1994 genocide that took place in the country, the disabled and aged. The district also made sure that there is guarantee of security for people and there property by setting up night patrols and being more observant to security matters.

The district ensured an effective and efficient justice system and established the district ITORERO. The district performance have also been conducted well attaining good positions in the overall performance and is looking to improve even more.

The district performed well in the just concluded parliamentary elections with no violence reported and the elections were confirmed free and fair by the National electoral Commission, International Observers and the civil society.

Engagement to improve efficiency and the effectiveness in the basic performance of public service and to reinforce the capacity of the Rwandan people to actively participate in the political, social and economic transformation of the country. This calls for dissemination of leadership and responsibility to the grassroot level.

Following the recent territorial and administrative reform, Imihigo were adopted by the Rwandan Government like a new instrument aiming at improving performance of the local government. However, these contracts cover only a one year period.

Also the districts have to work out 5 year development plans depending on their current location and specific characteristics of their territory. It is within this framework that the District indicates its objectives and its long term vision as well as the strategies which it will adopt for their realization while taking into account of the needs and the priorities expressed by the local communities.
